
Well this does all depend on the application and intended environment that the equipment under test will be operated in. There are quite a lot of cases were the answer will be no.
Why is the answer no? simple if you read article 13 of the EMC directive (2014/30/eu) it states:
“Equipment which is in conformity with harmonised standards or parts thereof the references of which have been published in the Official Journal of the European Union shall be presumed to be in conformity with the essential requirements set out in Annex I covered by those standards or parts thereof.”
The important word above is “Presumed”
So what does that mean? You could spend thousands of pounds testing your product but at the end of the day you will never meet the requirements of the EMC directive (2014/30/eu) as the word presumed is used.
The above also applies to The electromagnetic compatibility regulations 2016, Article 39 Presumption of conformity.
This is why testing in a pre-compliance facility and or self testing is ok, if you can prove you are trying to meet the requirements of the directive and UK regs then you are covered.
